Public rooms are where most of the talking happens. Anyone can join any of them, and you can sit in more than one at a time. Here is the full list as it stands today.

General is the busiest by a distance, which is normal for a site this size: people go where people already are. The topic rooms fill up in the evenings and empty out overnight.
Rooms that members create and run themselves are on the list of things to build, along with the ability to make a private room and share a code with people you want in it.
